INLINE Community of Interest Takes Shape Across Europe

The INLINE project is advancing its mission to enhance Europe’s early warning capabilities with developments for storms, heavy rain and floods impact forecasting to support decision-making processes of Civil Protection Authorities at all levels and promote their coordination and cooperation during cross-border emergency management.

But technological innovation alone is not enough. To ensure that the developments meet real operational needs, INLINE has established a Community of Interest (CoI), an active and growing network of stakeholders who, during a 15-month demonstration phase are collaborating with the project on the evaluation of the of the project’s developments and discussing their interest for the management of emergencies triggered by storms, heavy rainfall and flash floods.

The kick-off meeting of the INLINE CoI was held on 18 September 2025, and marked the launch of a network of up to 61 institutions across 21 countries interested in the project. The community includes national hydrometeorological services, Civil Protection Authorities and stakeholders affected by storms, heavy rainfall and floods, some of them members of the European Network of National Meteorological Services and/or partners of EFAS (European Flood Awareness System, the Copernicus Emergency Management Service for Floods).

A Collaborative Network of Learning, Feedback and Co-Design

The CoI is organised through a series of recurring online meetings, each following a consistent structure that includes the presentation of the latest project updates, an interactive session where members provide feedback about the INLINE forecast products, and a detailed training focused on specific products and functionalities. So far, these meetings have provided training on the use of the INLINE products through the web portal, as well as the scientific background to the river flash flood impact products.
